Seneca County Sheriff Tim Luce says a 60-year-old Waterloo woman was arrested on felony charges following a welfare fraud investigation. Luann Coughlin, 60, of Waterloo was charged with fourth-degree welfare fraud and misuse of food stamps. Both are Class E felonies. Officials throughout Seneca County have been reeling since the abrupt closure of Feher Rubbish. The company’s Border City location in Waterloo on State Route 5&20 had to be blocked after angry customers began leaving their garbage and totes at the shuttered site last week.
