New York environmental officials say they will stop issuing harmful algal bloom notifications for the winter, though they warn that they can still occur in colder weather. Police say a 20-year-old Elm Street resident was arrested on sexual misconduct charges following an investigation into allegations involving a 16-year-old female. James Hand, 20, of Penn Yan was charged with sexual misconduct and unlawfully dealing with a child after allegedly having sexual intercourse with a 16-year-old victim.
