Nearly 2,100 inmates were committed to the Ontario County Jail in 2016.
Sadly, many had one thing in common.
“The criminal justice system continues to be driven by substance abuse, which is the number one public safety and public health issue in Ontario County,” Sheriff Phil Povero said in his annual report. “Persons with addictions generate thousands of property crimes in order to raise money to purchase drugs.”
Povero said approximately 85 percent of those inmates from 2016 reported some form of substance abuse. In December, 184 people — 136 men and 48 women — were in the jail and 28 percent reported they were addicted to heroin.
