With communities along Lake Ontario concerned about rising water levels and flooding, Gov. Andrew Cuomo visited the Rochester area Tuesday and declared a state of emergency.
He then commented on a contentious issue: Plan 2014, a Lake Ontario water level management strategy adopted by the International Joint Commission in December. It appears to be the first time he has revealed his position on Plan 2014.
“I did not support the plan,” he said.
Plan 2014 has its share of supporters, including environmental groups and some elected officials. Other officials, including U.S. Reps. Chris Collins and John Katko, oppose the regulations.
