Of all the questions surrounding Gov. Andrew Cuomo’s “free college tuition” proposal, one of the biggest probably cannot be answered. Unveiled last week at LaGuardia Community College, Cuomo’s Excelsior Scholarship plan was touted as the first such program in the nation. Sen. Bernie Sanders, whose free tuition plan was a signature part of his unsuccessful bid for the Democratic presidential nomination, was on the stage. It was the first proposal of Cuomo’s 2017 budget agenda.
