A much-criticized plan to build a welcome sign on Exchange Street using state and city money is off.
The city said Friday Cuomo administration officials told city officials that funds earmarked for the sign can be reallocated to other downtown infrastructure improvements under the state’s Downtown Revitalization Initiative program.
