Owasco Lake council concerned over large building projects in watershed

Amidst work to update the Owasco Lake watershed rules and regulations, construction in the watershed has garnered more attention from local officials. One particularly — a milk parlor expansion at Allen Farms in Scipio — had Owasco Lake Watershed Management Council members talking about how those larger building projects are permitted.

Leslie Baxter, a Scipio town board member, told members of the council Tuesday that she was unaware of the farm’s construction plans and their magnitude until after the town code enforcement officer had already issued a building permit.

Concerned about the potential for increased runoff into a town ditch, Baxter said she was unsure of what the town and farm’s responsibilities were for any kind of project in the watershed, not just at Allen Farms.
