Cayuga County Sheriff David Gould reports that an arrest has been made following an investigation into sexual abuse of a child under the age of 15-years-old.
Gould reports that detectives receently received a report of an adult male having sexual contact with a child under the age of 15-years-old. It was determined through an investigation into the incident that the subject had engaged in oral sexual conduct with the child.
The investigation also revealed that he had not reported to the Department of Criminal Justice Services as required by law due to the fact that he was a level 2 sex offender, according to New York State.
Gould says that Keith A. Hilliard, 38, of Moravia was charged with one count of criminal sexual act in the second degree – a Class D felony. He was charged with one count of failing to report a change of status – a Class D felony, as well. He was arraigned in Owasco Town Court and committed to the Cayuga County Jail with no bail.
