Deputies in Wayne County arrested a Savannah couple after living conditions at their Seneca Street home were found to be poor. Deputies arrested Daniel M. Philbee, 34, and Kirsten S. Philbee, 32 of Seneca Street, Savannah for endangering the welfare of a child.Deputies were called to an address on Seneca Street for concerns about the animals living on the property. Once deputies were on-scene, they observed the occupants squalor living conditions. Deputies reported seeing large amounts of garbage, pet feces, urine and flies throughout the house. The Philbee’s had two dogs, seven cats with two litters of kittens and three children living in the residence.The Philbee’s were charged with three counts each of endangering the welfare of a child and released on appearance tickets to appear in Savannah Town Court at a later date to answer the charges.
