Republicans in Congress took the first step towards dismantling the Affordable Care Act – otherwise known as "Obamacare" – Friday, but did so without the support of Syracuse-area Congressman John Katko. By a vote of 227-198, the House of Representatives passed a budget that will allow Congress to move forward with a repeal of the Affordable Care Act without the threat of a Senate filibuster.
