Ryan E. Penner, 28, and Erika M. Decker, 23, were both arrested on September 21st and charged with Grand Larceny in the fourth degree for allegedly stealing more than $1,000 worth of public assistance benefits.
Both were arraigned in the Village of Montour Falls court. Decker was released to appear at a later date and Penner was remanded to the Schuyler County Jail without bail due to being a fugitive from Pennsylvania.
