Earlier this week the Penn Yan Police Department arrested 45 year old Kenneth A. Smith of 4281 Friend Road in Penn Yan after an investigation revealed that Smith struck another man in the face during a verbal confrontation on Elm Street.Penn Yan Police filed charges with Village of Penn Yan Court for a Criminal Summons. Once the Summons was issued by the court the Penn Yan Police Department charged Smith with Harassment in the 2nd.Smith was issued an appearance to answer the charge in Village Court at a later date.
