A Penn Yan resident has filed an Article 78 challenge to a decision by the Village Planning Board. The Finger Lakes Times reports Robert Hawley is opposed to a decision to rezone commercial and industrial districts to allow sports facilties. Hawley claims the decision was made only to allow the Village to purchase land currently owned by the Tennis Club for a new Village Hall. The Village would in turn provide land for a new home for the Tennis Club. That land is in an industrial zone, so the Tennis Club could not relocate there without the zoning change. Mayor Doug Marchionda says the zoning change was only meant to clarify the existing ordinance.
