On July 12th, deputies in Seneca County arrested a Waterloo man following a two vehicle crash on Packwood Road for driving while intoxicated.Deputies say Rusty D. Kerns, 27, of Waterloo struck a vehicle operated by David C. Thirliot, 67, of Gainesville, Virginia and fled the scene. Thiriot was operating a 15 passenger van full of people. Deputies also report that one female passenger – who was 15-years-old – suffered back and neck injuries during the crash.Deputies later located Kerns and he was charged with leaving the scene of a personal injury crash, driving while intoxicated, and driving while intoxicated with a BAC of .08% or higher. Kerns is due in Waterloo Town Court at a later date to answer the charges.
