Geneva man charged with abandoning dog on Carter Road

On Saturday around 9:30 am a 51-year-old Geneva man was observed by a deputy acting suspiciously on Carter Road.

As the deputy passed by he saw the man inside, identified as James L. Kemp Sr. open his door and let a brown Pit Bull out.

Kemp then got into his car and drove away – leaving the dog along the roadway. The lieutenant was able to obtain the car’s license plate as well as the dog.



Kemp claimed he was taking the dog back to the area he was found a couple weeks earlier hoping his owner would find him.

Kemp was arrested and charged with animal abandonment. The charge will be answered in Ontario Town Court.

The dog was taken to the Ontario County Humane Society and will be placed up for adoption. The Ontario County Sheriff’s Office assisted with the investigation.
