SF Town Board tables action on lease, pay for wastewater plant operator

After spending nearly two hours behind closed doors Monday afternoon, the Town Board tabled action on a proposed lease and pay raise for wastewater treatment plant operator Joe Tullo.

Tullo is renting a town-owned house on Parker Road in Fayette, near the water treatment plant. Earlier this year, it was revealed that Supervisor Greg Lazzaro waived the $500 monthly rent Tullo was paying without the board’s knowledge.

Water treatment plant operator Dominick Belle resigned in July. Tullo agreed to oversee the water and wastewater plants as a licensed operator, but asked for an increase to his $78,000 annual salary. On Monday, Tullo said he is seeking $93,000 for doing both jobs while the town seeks a water plant operator.

The board cited “a personnel matter” as the reason for entering an executive session. The state Open Meetings Law allows a closed-door session to discuss “the medical, financial, credit or employment history of a particular person or corporation or matters leading to the appointment, employment, promotion, demotion, discipline, suspension, dismissal or removal of a particular person or corporation.”

After an hour and 45 minutes, the board returned to open session.

Lazzaro made a motion to enter into a signed lease that would charge Tullo $6,000 a year, an amount that would be deducted from his pay.

Board member Doug Avery made a motion to table that proposal to allow for more time to study it. David DeLelys seconded.

The measure to table the matter was approved 5-0.
