Deputies say a 34-year-old Richmond man was arrested on prison contraband charges following an investigation into an incident on July 30th.
Michael Anthony Bell, 34, was charged with first-degree promoting prison contraband after investigators determined he possessed a controlled substance while serving as an inmate.
He was returned to the custody of the Ontario County Jail and will answer to the new charges in Hopewell Town Court.
