The manure lagoon construction that caught Mentz residents by surprise last week has currently ceased progress due to a notice of violation issued by the state’s Department of Environmental Conservation.
The DEC had stated on July 24 that Hourigan Dairy Farm, which owns the land off of Maiden Lane Road in Mentz that the manure lagoon is being installed on, had a Concentrated Animal Feeding Operation General Permit, which allows for manure storage structures to be designed and certified by a professional engineer. The DEC further confirmed the storage was being installed by a professional engineer, therefore allowed.
But later in the week, DEC spokeswoman Erica Ringewald stated in an email that “Based on new information, DEC is reviewing the project to determine whether it falls under the existing CAFO permit or requires new additional DEC permits.”
