State economic development changes? Not from Albany

New York’s 2018 legislative session ended last week without the Assembly approving a pair of bills viewed as key measures for reforming New York state’s economic development policies.

The legislation passed in the Republican-led Senate but wasn’t brought up for a vote in the Democrat-controlled Assembly, despite having the backing of many Democrats.

Critics of Democratic Gov. Andrew Cuomo’s economic development programs say there’s not enough transparency for how up to $4 billion in taxpayer money is allocated each year.

They also question whether the recipients of various tax breaks, grants and other corporate subsidies are creating the number of jobs promised.
