Sheriff: Domestic incident leads to drug charges in Steuben County

Steuben County Sheriff Jim Allard says a 31-year-old Howard resident was arrested after a domestic incident in the presence of a child.

Sheriff Allard says Robert A. Stehm, Jr., 31, was first charged with aggravated harassment and two counts of endangering the welfare of a child; and then charged with third-degree manufacturing methamphetamine, and seventh-degree criminal possession of a controlled substance after further investigation.

It is alleged that Stehm acted in a manner likely to be injurious to the mental or moral welfare of a child less than 17-years-old. Investigators say he intentionally harassed another person while at the residence.

He was first charged in connection with that domestic incident, but then was arrested on the additional charges after deputies and investigators recovered two suspected methamphetamine production vessels, as well as suspected methamphetamine oil.

New York State Police assisted with the investigation.
