Sheriff: Contractor took $9K from Palmyra resident, now charged with grand larceny

Wayne County Sheriff Barry Virts reports the arrest of a Penfield man on grand larceny charges following an investigation into a contractor scam.

In November 2017 deputies received a call from a Palmyra resident that a contractor he hired to work on his building — never completed the job, and never reimbursed him his payment.

Ryan P. Frawley, 22, was operating under the business name “York Enterprise” at the time and was contracted and hired to do remodeling and construction work at a location in Palmyra.

The resident paid Frawley over $9,000 to complete the job — but he failed to start, or complete the work.

Frawley subsequently closed the York Enterprise business and never reimbursed the resident. He was subsequently charged with third-degree grand larceny, according to Virts.

He was released after arraignment. The charges will be answered at a later date.
