On Monday at approximately 12:27 a.m. deputies arrested a 37-year-old Rushville resident following a domestic incident.
Joshua G. Kuhner, 37, was charged with criminal obstruction of breath or blood circulation after allegedly strangling a female victim.
Kuhner was held at the Ontario County Jail awaiting arraignment.
