Deputies arrested a Geneva man following an investigation initiated by the Ontario County Department of Social Services.
Walter Russ Jr., 40, was charged with first-degree issuing a false instrument for filing and fourth-degree welfare fraud after the investigation.
Deputies say Russ was taken into custody without incident, arraigned in Geneva City Court and released on his own recognizance.
The charges will be answered at a later date.
