Seneca County Sheriff Tim Luce says a 29-year-old Geneva woman was arrested after being observed using excessive force on a child less than 2-years-old at the Seneca County Office Building.
On February 12th at 11:11 a.m. deputies charged Jessica J. Withiam, 29, of Geneva with endangering the welfare of a child. She is accused of using excessive and unreasonable physical force with a child during an incident.
Withiam was issued an appearance ticket and will answer the charge at a later date. Luce says Child Protective Services assisted at the scene.
