Phelps woman charged after investigation finds ‘raw sewage’ inside home

A 33-year-old Phelps woman faces multiple charges after it was reported that living conditions inside her residence were unsanitary and uninhabitable.

An investigation involving the Humane Society and Department of Social Services resulted in Renee K. Mobley, 33, of Phelps being charged with 15 counts of animal cruelty, having unlicensed and unvaccinated animals, as well as endangering the welfare of a child and second-degree criminal contempt.



Officials say the investigation determined that the interior of the residence was filled with animal feces, urine, garbage and raw sewage. A child was living there, as well as 13 cats, and two dogs.

The animals were seized by the humane society and Mobley was arrested and charged.

She will answer the charges in Phelps Town Court at a later date. The house was deemed uninhabitable by Phelps Village Code Enforcement.
