State Committee on Open Government: Cayuga digester pricing is public information

Neither the Cayuga County Soil and Water Conservation District, nor a private company it is in contract with to operate the former county digester, have "provided sufficient justification" for denying access to records, according to an advisory opinion from the state Committee on Open Government.

The committee — a state Department of State entity that oversees and advises governments, the public and media on open records issues in New York — issued its advisory opinion Friday following a Freedom of Information Law appeal process between The Auburn Citizen and the district. The district redacted financial and contract length information regarding the digester in its response to The Citizen's request seeking records on the deals involving its biogas digester.
