Welfare fraud investigation results in one arrest in Ontario County

A Palmyra man faces two charges after a welfare fraud investigation.

The Ontario County Sheriff’s Office charged Timothy W. Spencer, 35, of Palmyra with one count of first-degree offering a false instrument for filing, as well as one count of fifth-degree welfare fraud following an investigation into a filing that failed to report income with the Department of Social Services.

Deputies say he intentionally altered a Shelter Verification document with false information before filing it with the Ontario County Department of Social Services.

He was issued appearance tickets and will answer the charges at a later date.
