Supervisors consider waiving residency requirement for Seneca Co. jobs

Should those seeking employment with Seneca County be forced to reside in Seneca County as well?

That was one of the questions intensely debated at Tuesday’s regularly scheduled Board of Supervisors meeting. Historically, the County has handled these scenarios on a case-by-case basis, but a request to fill a position with the Department of Human Services by Seneca County Manager John Sheppard sparked some debate.

Sheppard said during the session that there were three candidates being considered for a deputy commissioner position, but that not all of them were from Seneca County. The board called a Rule 29, which allowed for the introduction of a resolution, which would have created a local law – if the resolution were adopted.

Junius Supervisor Greg Wadhams called residency “critical,” for any position. Like many though, he expressed concern around the idea that some of the highest paying jobs at the county-level could be given to those from outside Seneca County.

Seneca Falls Supervisor Greg Lazzaro said that he would not be voting for the resolution. He cited the same reasons and called on the board to take a philosophical approach to contending with this problem.

Sheppard said that this position – regardless of the methodology for filling it – would be one of the most-crucial to fill in the coming weeks.

Lazzaro rang in with a plea for community involvement. “If you’re going to work here – you have to be a part of the community,” he explained to the board. “I would like to see the board deny all future residency waivers for positions in Seneca County,” Lazzaro concluded.

The board did not take any action on the position, nor did they spend any length of time discussing the specifics of the job. However, the resolution failed when put to a vote.
