New York will keep past victim statements for parole board

New York will maintain past crime victim statements to the state Parole Board for reconsideration every time eligible convicts return for another hearing on possible release from prison. The measure, signed recently by Gov. Andrew Cuomo, was advanced by legislators who say it will relieve victims of having to submit new statements at subsequent hearings, typically every two years.
