The Seneca Falls Police Department says that on Sunday at 12:22 am a Phelps woman was arrested in connection to Leandra’s Law after she was found to be driving while intoxicated with a child in the car.Officers arrested Julie B. Duffy, 38, of Phelps for aggravated driving while intoxicated – Leandra’s Law, operating with a BAC of .08% or higher, and inadequate headlamps following a traffic stop on West Bayard Street. Duffy had a child in the car, who was under the age of 16, which prompted the Leandra’s Law charge.She was committed to the Seneca County Correctional Facility in lieu of $1,000 cash bail – or $2,000 insurance bond. She will answer the charges on July 21st at 9:30 am.
