On Wednesday at approximately 6:15 pm, the Waterloo Police Department arrested Andrew L. Kappesser, age 24 of Waterloo, on an arrest warrant for 3 counts of grand larceny 4th degree, stolen credit cards, one count of grand larceny 4th, petit larceny, aggravated unlicensed operation in the 2nd degree, driving without a license and failing to stop at a stop sign.The arrest was based on an incident investigated by the Waterloo Police Department on May 11th, 2016, when it was reported Kappesser stole a purse, credit cards and a vehicle from a female victim in the Village of Waterloo.An arrest warrant was issued for Kappesser and he was located by Rochester Police Department in the stolen vehicle. Kappesser was arrested for separate charges in Rochester and was committed to the Monroe County Jail following their investigation.Kappesser was arraigned in the Village of Waterloo Court and committed back to the custody of the Monroe County Correctional Facility. He will reappear at a later date in the Village of Waterloo Court following a disposition in the pending Monroe County case.
