On Wednesday the Ontario County Sheriff’s Deputies arrested Malcolm-Jamal William-Jessie Parmer, age 25 of Geneva, for strangulation in the 2nd degree following an investigation into events that occurred on May 23rd at the Ontario County Jail. After a complaint was made to Corrections personnel by the victim an investigation ensued, which resulted in Parmer being observed from surveillance video in Pod 7, walking behind the victim and wrapping his arm around the victim’s neck and choking the victim to unconsciousness. Parmer orally admitted to the events and he was returned to the custody of the Ontario County Jail on pre-arraignment detention. He is to appear before the Hopewell Town Court at a later date.
