Deputies arrested Joshua Clark, age 42 of Waterloo, for three counts of reckless endangerment in the 2nd, criminal obstruction of breathing, and harassment in the 2nd. It is alleged that Clark was involved in a physical domestic dispute with a female who was operating a vehicle Westbound on Hecker Road.
