Kevin J. Tibbits, age 37 of Arkport, and Jeffery R. Dennis, age 39 of Hornell, were arrested on Wednesday and charged with unlawful manufacture of methamphetamine in the third degree, a class D felony.Deputies responding to a suspicious persons report from a citizen, found Tibbits and Dennis walking on County Route 15 in the Town of Catharine. Deputies allege that Tibbits and Dennis were in possession of several items used to manufacture methamphetamine.Tibbits and Dennis were arraigned in the Town of Catharine Court and remanded to jail in lieu of bail/bond. Tibbits bail was set at $25,000 cash or $50,000 bond while Dennis is held in lieu of $15,000/$30,000.)
