On April 19th the Ontario County Sheriff’s Office arrested Richard W. Skellen, 73, of Canandaigua for failing to register as a sex offender.An investigation revealed that Skellen who is designated as a level three registered sex offender and thereby required to personally verify his address with the Ontario County Sheriff’s Office every 90 days — failed to do so in December 2015.He was arraigned in Hopewell Town Court and committed to the Ontario County Jail with no bail. He will reappear in the Hopewell Town Court at a later date to answer the charge.
