The New York State Police in Waterloo reports that a Phelps man was arrested on multiple charges, following an investigation into alleged sexual contact with a minor. State Police report that Russell Shepherd, 27, of Phelps was charged with sexual abuse in the third degree and endangering the welfare of a child. Police report that the victim disclosed information to authorities, which led to the investigation into the matter.
The alleged incident happened around March 18th in the Town of Waterloo. When investigators were able to put the details together, the process moved quickly. On Thursday afternoon — Shepherd was arrested and charges were filed. Shepherd was released on appearance tickets and will appear in Waterloo Town Court at a later date to answer the charges.
