Early Friday morning the Penn Yan Police Department arrested Steven L. Meland, age 49 of Penn Yan, after the vehicle that he was operating struck another vehicle on North Ave and Sheppard Street.Upon further investigation with Meland Officers observed the odor of alcohol as well as other signs of intoxication. Meland did submit to a series of tests in which he failed. Police also determined that he was operating a motor vehicle without a license. He was charged with aggravated unlicensed operation in the 2nd degree, driving while ability impaired, DWI, and leaving the scene of a property damage accident.Meland was issued tickets and released. He is to appear in the Village of Penn Yan Court at a later date.
