The Seneca County Sheriff’s Office reports that on March 24th a Waterloo man was arrested after an investigation into allegations of child endangerment. Normal J. Harrell, 58, of Waterloo was arrested on Thursday, March 24th for endangering the welfare of a child. The charge stems from an investigation conducted by investigators alongside with Child Protective Service caseworkers. Investigators discovered an incident that occurred between August and November of 2014, in which Harrell was watching pornography with a child on his lap. Harrell was arraigned in Fayette Town Court where he was placed on pre-trial release. A full stay away order of protection was issued, and he is to re-appear in the Village of Waterloo Court on April 6th to answer the charge.
