The Penn Yan Police Department announces the arrest of Donald E. Moran, age 40 of Penn Yan, after a traffic stop on East Main Street.Moran was stopped for having an unsecured front license plate and further investigation revealed that Moran was under the influence of alcohol. He was given several field sobriety tests and was found to be intoxicated. He was placed under arrest and taken to the Yates County Public Safety Building for a breath test, which revealed a .12% BAC. Moran also had a small amount of marijuana on his person. Moran was charged with DWI, DWI with .08% or greater, unsecured license plate, and unlawful possession of marijuana. He was released and is to appear in Village Court at a later date.
