Seneca County traffic stop leads to drug charges

The Seneca County Sheriff’s Office reports Sunday at approximately 5:15 pm Deputies arrested Bryan T. Rugenstein, 51 of Waterloo, and Patrick O. Snider, 42 of Lyons. The arrest stems from a traffic stop at the Waterloo Premium Outlets. It is alleged that Rugenstein possessed cocaine and was operating a motor vehicle with a suspended license. Rugenstein was charged with criminal possession of a controlled substance 7th, AUO 2nd, and multiple vehicle and traffic law tickets. It is further alleged that Rugenstein was operating an unregistered and uninsured 1993 Ford Ranger with switched license plates. The passenger in the vehicle, Snider, allegedly possessed a quantity of marijuana. Both Rugenstein and Snider were released on appearance tickets. They are scheduled to appear at the Town of Junius Court for arraignment at a later date.
