On Tuesday at 6:50 pm the Penn Yan Police Department arrested Al Thompkins, age 49 and listed as homeless, with disorderly conduct after he was observed by an Officer urinating on a wall near the intersection of Maiden Lane and Main Street.Thompkins was issued an appearance ticket and is to appear in Village Court at a later date.
