Seneca County Sheriff’s Investigators along with the Seneca County Sheriff’s Welfare Fraud unit arrested Daniel H. Proper, age 68 of 2771 Bauer Road in Seneca Falls, on numerous Felony charges relating to welfare fraud. Proper was arrested at the Village of Waterloo court on Wednesday at 5:10 pm where he was the arraigned on the following charges. -Grand larceny 3rd, a class D felony -Offering a false instrument for filing (two counts), a class E felony-Welfare fraud, a class D felony. The charges result from proper recieving over $20,000 in benefits he was not intitled to. Proper was ROR’d and is to appear at a later date to answer the charges.
