The Waterloo Police Department arrested Shelly A. Baran age 40 of 19 West River Street in Waterloo, for 2 counts of Endangering the Welfare of a Child and Criminal Mischief in the fourth degree.It is alleged that Baran was highly intoxicated and the sole caregiver for her two children during a domestic incident where property was damaged inside the residence.Baran’s intoxicated condition rendered her unable to provide proper supervision for her children.Baran was arraigned in the Village of Waterloo Court before Judge Struzik where she was committed to the Seneca County Correctional Facility in lieu of bail.
