The Waterloo Police Department reports that on Saturday at 5:00 pm, Joseph M Savino of 2773 Union Street in Marion, was arrested following a domestic incident.It is reported Savino drove a vehicle while an individual was reaching through the back window attempting to unbuckle a child from a child safety seat. Police say the individual was also dragged for a short distance, receiving minor injuries.Savino was charged with reckless endangerment in the second degree, endangering the welfare of a child, leaving the scene of a personal injury accident, and permitting clinging to a motor vehicle.Savino was arraigned in the Town of Seneca Falls Court and was released on his own recognizance. Savino is scheduled to appear in the Village of Waterloo Court on 10/21/15 at 09:00. A class A order of protection was issued against Savino, protecting the individual and the child.
