On Sunday the Penn Yan Police Department arrested Shannon D. Lamphier, age 34 of Benham Street in Penn Yan, for two counts of Harassment in the 2nd degree. The charges stem from an incident that happened on Benham Street on September 14th. She was issued a summons and is scheduled to appear in village court on October 5th.
