The Seneca County Sheriff’s Office reports that on Saturday at 1:43 am Sheriff’s Deputies arrested 34 year old David L. Payne of 123 Bensley Street in Sayre Pa for DWI. The arrest stems from a traffic stop on State Route 5 in the Town of Waterloo after a member of the Seneca County Sheriff’s Office Narcotic division observed Payne pass him and fail to dim his high beams, then quickly pulled into a closed Town of Waterloo business . Investigators called Deputies to the scene to assist. Following further investigation, David was charged by Deputies with DWI, Including Aggravated DWI. David was released on UTT’s and is to appear in the Town of Waterloo Court on the 28th of October at 1:30 pm.
