Shane M. Jacobs, age 32 of Hector, was arrested on Thursday and charged with Criminal possession of a controlled substance in the seventh degree, a Class A misdemeanor, and Promoting prison contraband in the first degree, a Class D felony. Charges allege that Jacobs possessed a small quantity of heroin while being booking into the Schuyler County Jail on a parole violation. Jacobs was arraigned in the Village of Watkins Glen Court and remanded to jail.
