On Wednesday at approximately 3:40 pm the Penn Yan Police Department arrested Scott R. Elwell, age 49 of 219 Clinton Street Apt. C in Penn Yan, after several calls were placed to 911 reporting a domestic incident at 219 Clinton Street. Upon arrival to the residence officers observed that a window had been broken. An investigation revealed that Elwell had broken the window out after getting into a verbal altercation with his elderly mother.Elwell was charged with Criminal Mischief in the 4th Degree and Disorderly Conduct and arraigned in the Village of Penn Yan Court where he was released. A Stay Away Order of Protection was issued keeping Elwell from having any contact with his elderly mother. He is to reappear in village court at a later date.
