On Sunday the Penn Yan Police Department arrested Larry D. Newell, age 44 of 142 East Elm Street in Penn Yan, after Newell was observed operating a 1997 Honda Motorcycle on Liberty Street with an out of date license plate.The NYS Liberty Statue style license plates, as on Newell’s motorcycle, were deemed obsolete and replaced by NYS DMV in December of 2000. A check of Newell’s operating privileges revealed that he was suspended for failure to pay child support on two occasions and revoked for three or more speeding convictions or misdemeanors in 18 months.Newell was charged with Aggravated Unlicensed Operating in the 3rd degree, Improper Motorcycle Plates, Unregistered Motorcycle, and Operating without Insurance.Newell was issued tickets and is to appear in Village Court at a later date.
