On Tuesday at approximately 4:29 pm the Penn Yan Police Department arrested Alfred Thompkins, 48 of 1 Main Street in Penn Yan, for Disorderly Conduct after he was seen urinating in a public area along East Elm Street.Thompkins was arraigned and is scheduled to appear in Village Court on August 3rd to answer to the charge.
